With hopes to improve access to healthcare for women throughout the Kansas City metropolitan area and the State of Kansas, Ginger Breedlove joined the KU School of Nursing in 1998 to help establish the Kansas Collaborative Bistate Nurse-Midwifery Education Program.  Through this program, which  was established in 1999 with federal funds totaling $1.3 million, KU School of Nursing is working with Wichita State University School of Nursing, Fort Hays State University Department of Nursing, and the University of Missouri Kansas City School of Nursing, to prepare the next generation of nurse midwives.

By sharing faculty, materials, and electronic teaching methods to maximize distance education, the four campuses are working to prepare master's level certified nurse-midwives to provide pregnancy and well-woman care to a full range of culturally diverse women, especially to women who are medically underserved.

Breedlove's commitment to women's healthcare is evident in the challenges she has assumed throughout her career. In 1979 she co-founded The Birth and Women's Center in Topeka, the first freestanding birth center in Kansas. In 1994, she established the first hospital-based certified nurse midwifery (CNM) service in the Greater Kansas City area at St. Luke's Hospital.

A member of the American College of Nurse Midwives (ACNM) since 1982, Breedlove currently is the Secretary of the ACNM.

Breedlove completed her PhD program during the Fall of 2001 at the University of Missouri-Kansas City where she completed a study on "The Experience of Social Support and Hope for Pregnant and Parenting Teens Receiving Doula Care."
