Institutional Policy

List of institutional policies regarding eligibility for appointment to a residency position in a program at the University of Kansas Medical Center-School of Medicine.

Eligibility

Applicants must have one of the following qualifications to be eligible for appointment as a resident:

  • graduation from a medical school in the United States, Canada or Puerto Rico accredited by the Liaison Committee on Medical Education (LCME),
  • graduation from a college of osteopathic medicine in the United States accredited by the American Osteopathic Association (AOA),
  • graduation from a medical school outside the United States with successful completion of a Fifth Pathway program provided by an LCME accredited medical school, or
  • graduation from a medical school outside the United States, Canada or Puerto Rico with one of the following:
    • a current, valid certificate from the Educational Commission for Foreign Medical Graduates (ECFMG), or
    • a full, unrestricted license to practice medicine in the State of Kansas.

Application

Application to a program is the first step in the process of credentialing a resident for appointment to the resident staff. Every document submitted in the application process and in the subsequent processes of resident selection and appointment must be in English. Any document not printed in English must be accompanied by an acceptable original English translation performed by a qualified translator, and each translation must be accompanied by an affidavit of accuracy acceptable to the School. All letters must be written in English or be accompanied by certified translations. Each applicant for a position in a GME program will submit:

  • a complete, original KUMC residency application form,
  • a copy of their most recent medical school transcript,
  • an original Dean's letter from the medical school from which the Applicant graduated or is expected to graduate,
  • three (3) additional letters of reference, prepared within the six month period immediately prior to application, from physicians who have supervised or participated in the Applicants medical education,
  • evidence of successful completion of Parts I and II of the United States Medical Licensing Examination (USMLE) and copies of the scores,
  • for trainees beyond the PGY 1 level, evidence of successful completion of Part III of the USMLE,
  • a curriculum vitae prepared within three months of the application,
  • a personal statement prepared within the six-month period prior to application, and
  • proof of immigration and VISA status, if applicable.

Resident Selection

Programs will select residents from among eligible candidates on the basis of preparedness, ability, aptitude, academic credentials, communication skills and personal qualities such as motivation and integrity.

Programs will not discriminate with regard to sex, race, age, religion, ancestry, color, national origin, sexual orientation, disability or veteran status.

In selecting from among qualified candidates seeking an initial GME position, or a position in an advanced GME program that participates in one of the "specialty" matching programs, the programs will participate in and abide by the rules and regulations established by the National Resident Matching Program.

Appointment of Residents

Before appointment to a position, the successful resident candidate, upon receipt of a contingent offer of an appointment and before the commencement date of the resident agreement; will provide the Program Director with the following documents:

  • original, complete copies of all medical school transcripts, impressed with the official seal(s) of the candidates medical school(s),
  • a certified true copy of their medical school diploma,
  • a photograph taken within six months of the resident's application for graduate medical education,
  • a copy of a current temporary or permanent license to practice medicine in the State of Kansas (the resident is encouraged to obtain a full, unrestricted Kansas license as soon as eligibility requirements are met),
  • a copy of a current temporary or permanent license in the appropriate jurisdiction, if their program requires rotation to affiliate institutions outside the State of Kansas (other than the Veteran's Health Services affiliates),
  • evidence of current certification in Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS) and/or Pediatric Advanced Life Support (PALS), as required by the individual programs,
  • a copy of a current Drug Enforcement Agency (DEA) registration (residents using the Kansas University Hospital DEA number and authorized use code can write only for University Hospital patients; residents writing for other populations/institutions must obtain and use either an individual DEA number or use the other institution's DEA authorized use code),
  • a signed and dated Resident Agreement to be forwarded to the Office of Graduate Medical Education,
  • proof of legal employment status (i.e., birth certificate, passport, naturalization papers, valid visa, etc.), and
  • such other information as the School may consider relevant to the resident's credentialing,
  • a complete medical/occupational history and history of immunizations and TB skin testing.
  • Foreign medical graduates must also:
    • pass the Test of English as a Foreign Language (TOEFL) examination and provide a copy of their scores,
    • provide a certified copy of their original, current and valid Educational Commission for Foreign Medical Graduates (ECFMG) certificate, and
    • complete and submit the KUMC FMG/Alien Physician Applicant Form with all required attachments (the FMG/Alien Physician Applicant Form is available from the office of International Studies).

A resident offered a subsequent appointment to commence upon the expiration of an existing agreement will, prior to the commencement date of the new agreement, provide to their Program Director:

  • copies of all active medical licenses,
  • copies of all DEA registrations and state narcotics registration numbers,
  • copies of current certifications in BLS, ACLS, and/or PALS as required by the individual programs, and
  • verification of immigration and VISA status as well as a copy of an ECFMG certificate indicating the validation dates, if applicable.

All resident candidates and residents offered subsequent appointment will be checked with the government's "excluded providers" listing to determine that they are eligible to provide care to individuals covered by various government programs, including but not limited to Medicare, Medicaid, and Champus. Individuals whose names appear on the excluded providers' list will not be offered appointments until their status is resolved. Among the reasons for placement on the excluded providers list are convictions of fraud related to Medicare payments and default loans obtained through any of the federally backed student loan programs.
