John Finley, Associate Vice Chancellor for Compliance
Biography
John serves as our Associate Vice Chancellor for Compliance at the University of Kansas Medical Center. In this position, John is responsible for overseeing all activities related to Human Research Protection, Animal Research Protection, Equal Opportunity, Conflict of Interest, Safety, HIPAA and Research Integrity.
John joined the University of Kansas from his position at the U.S. Food and Drug Administration (FDA) where he worked in the Office of the Commissioner as Special Assistant to the Deputy Commissioner for Policy. In this role, John provided leadership and broad policy guidance to FDA senior and professional staff on new and often controversial legislative proposals in the areas of healthcare financing, advertising and promotion, good manufacturing practices, bioresearch monitoring, exports, importation, generic products, combination drugs, pediatric exclusivity and over-the-counter labeling requirements. Prior to joining the Commissioner’s Office, John worked as Regulatory Counsel at FDA’s, Center for Drug Evaluation, Office of Compliance, Office of the Director. John also served in the Executive Office of the President of the United States, Office of Information and Regulatory Affairs (OIRA) in the Office of Management and Budget (OMB). At OMB, John participated in interagency reviews of draft regulations and analyses from FDA, CMS, USDA, DOD and VA.
